📰 News
Optimism seeks to establish Security Council
Optimism is proposing the establishment of a Security Council to advance decentralization in its Optimism Superchain Network. The Security Council would have control over upgrading L1 protocol contracts and modifying designations for key roles within the system, aiming to prevent any single entity from having undue influence over system upgrades, rollup state modifications, or transaction censorship. This proposal outlines a phased approach to implement the Security Council, starting with Phase 0 and progressing to Phase 1, impacting OP Mainnet initially and eventually expanding to other OP Chains. The rollout involves multiple votes by the Token House to approve these changes. The Foundation is actively seeking feedback on the first vote, which aims to change the security model.
MakerDAO to offboard RocketPool’s RETH
The RETH-A vault type is being offboarded from the Maker Protocol because it did not maintain “at least a proportional share of revenue compared to wstETH vault types, measured by market capitalization” with the first step scheduled for the Executive Vote on October 11th. This offboarding process includes setting the RETH-A DC-IAM Line to 0 in the first step and making additional parameter changes in a subsequent Executive Vote, set no sooner than October 25th. Users are advised to pay off their DAI debt and close RETH-A vaults to avoid liquidation if their collateralization ratio is below 10,000%. More details can be found on the Maker forum.

Nouns: Elect 24 Nouns “Gardeners” as the Voting Body for Nouns’ Prop House Rounds
This proposal suggests revitalizing the Prop House (PH) open rounds within the Nouns ecosystem, rebranding them as "Nouns Garden" to enhance engagement. It proposes running a mandated round to elect 24 "Gardeners" who will vote on behalf of the DAO in these rounds, aiming to improve governance and participation in PH open rounds, which have experienced waning voter attention and governance weaknesses in the past. The proposal outlines details such as Gardener selection, compensation, voting power, and funding allocation. The voting period closed on October 1st with 89% voting “for.”

Arbitrum: Arbitrum Short-Term Incentive Program
This onchain proposal suggests the implementation of a short-term incentive program for Arbitrum protocols, allocating up to 50,000,000 ARB tokens for incentives through two voting rounds. The program aims to support network growth, experiment with grant distribution, generate data on incentive effectiveness, and promote innovative incentive strategies. Eligibility criteria, grant categories, and the timeline for application, review, and voting are outlined, with a focus on community engagement and accountability. The voting period ends on October 9th. Eligible grant applications have already been posted, and voting for projects is scheduled to begin today.
Upcoming
ApeCoin: Authorize Special Council to Issue Directives for More Efficient DAO Administration
This proposal aims to establish a process for the Special Council to issue directives to enhance the administrative efficiency of the ApecoinDAO. The proposed directives aim to streamline administrative functions and reduce the burden of administrative-related proposals within the DAO, ultimately benefiting the Apecoin ecosystem. The total cost outlined in the proposal is 12,000 Apecoin, which includes compensation for a new drafting position over six months. Voting opens on October 5th.

Aave: BGD. Aave Governance v3 - Activation plan
Aave Governance v3 activation involves two migration governance proposals in Aave Governance v2 to disable v2 and enable v3. It will take around 21 days and includes token upgrades, voting accessibility, and automation with Aave Robot. The process ensures atomic execution of both proposals and necessitates the creation of a mediator contract. All Aave systems will be affected, and voting will be initially free on Polygon and Avalanche, subsidized by Aave DAO. Delegations will be reset, and cross-chain communication will migrate to a.DI (Aave Delivery Infrastructure). Aave Governance v3 brings changes in governance flows and provides multiple methods for voting, including a Gelato gas tank option. The licensing of codebases is under BUSL1.1, subject to DAO decisions.
BanklessDAO: Finders Fee Policies [Temp Check]
BanklessDAO is considering introducing finders’ fees as incentives for members to bring in new sources of funding. The proposed reward percentages for various funding types are Grants (10%), Angel/VC/Venture Club (5%), Crowd Funding (5%), and New Client/Sponsor for Projects (10%). These guidelines are not strict rules but rather best practices, and eligibility for finders’ fees is limited to Level 1 members. The document also outlines criteria for different funding types and emphasizes the responsibility of individuals to handle legal and tax compliance.
Gitcoin: Modularizing the Program
The proposal suggests modularizing the Gitcoin Grants program by creating subbrands for each program and separate matching pools for each round/program. This approach addresses controversies from previous rounds, enhances accountability, and enables targeted marketing efforts. The proposal emphasizes the need to separate the main Gitcoin brand from individual programs to prevent potential brand damage and encourage long-term sustainable funding for specific causes.
Optimism: Guide to Season 5
Season 4 introduced key concepts like Intents, Trust Tiers, Missions, Alliances, and Attestations within the Collective. In Season 5, these concepts are being built upon with new initiatives, including Intent budgets, revised Mission grants, Grants Council operations, and security upgrades. There's also a focus on community involvement, with a Community Intent Setting workshop, an Anticapture Commission, and Code of Conduct Councils.
Starknet: Starknet Vision
This post introduces a Starknet Vision proposal, emphasizing that it represents the personal views of the authors, not the official stance of StarkWare or the Starknet Foundation. The proposal discusses the concept of an "integrity web" as an infrastructure for social functions, contrasting centralized systems with Bitcoin and Ethereum. Starknet is described as an integrity web designed to balance capacity and broadness. It aims to enable individuals to implement and use any social function they desire while adhering to core values of lasting broadness, neutrality, censorship resistance, and individual empowerment.
