Chain Moves: The Strategic Ballet of Layer 2 Alliances
The ApeCoin DAO has resumed voting on which “proponent” should build ApeChain, a dedicated blockchain to enhance the ApeCoin ecosystem — after the DAO just yesterday concluded that it wanted an ApeChain. Polygon Labs’ initial proposal to build ApeChain as a zk—-powered L2 was voted down in December, but a new proposal was posted on February 1st that included all providers who “chose to apply and qualified” for the RFP: A-Team (Optimism); Horizen (Arbitrum); Matter (zkSync); and Polygon. A Twitter-space debate between proponents will be held today, February 8th.
This narrative isn't solitary; it echoes across the blockchain landscape. she256, in alliance with Zora Labs, champions a Uniswap v3 deployment on the Zora Network, aiming to weave a rich tapestry of DeFi tools for a burgeoning community of creators and builders. This initiative is designed to benefit the network's growing community of creators, collectors, and builders by providing access to premier DeFi tools, thus enhancing their ability to manage and grow their on-chain value. The proposal highlights the importance of stablecoins and fiat on/off-ramps for the Zora ecosystem, which will facilitate easier and more cost-effective transactions for users earning ETH through Protocol Rewards. Voting on the Snapshot concluded on February 7th with nearly 100% voting “Yes.”
Meanwhile, BuilderDAO listens to the chorus of its community, setting its sights on Base with a proposal that's more than a migration—it's a testament to the DAO's commitment to fostering vibrant onchain communities. It details a launch plan including a 4 ETH budget, migration assistance, token airdrop for members, and a week-long series of promotional events. With a detailed launch plan, BuilderDAO is poised to leap into a new ecosystem, ready to showcase its prowess and invigorate voter engagement. Voting opens on February 9th.
On a Mission: The Dawn of Crowd-Sourced Innovation
Optimism’s Token House will soon begin approval ranking delegate-approved Mission Requests, which are “pre-specified requests for Missions that work towards the Collective Intents” (which are described here). There are some especially interesting proposals related to governance, such as the Governance Mentorship Program, aimed at improving governance accessibility by pairing new participants with experienced ones for knowledge transfer and active engagement; the proposal to integrate a module on Optimism Governance and RetroPGF into university courses; and a proposal to create a municipal public goods funding infrastructure.
This happens while Safe DAO introduces a groundbreaking governance framework with its [SEP #10] OBRA (Outcomes Based Resource Allocation) strategies and budget proposal. OBRA represents a visionary approach to DAO governance, aligning resources with clearly defined outcomes, enhancing the Safe token's utility, and bolstering the ecosystem's module infrastructure. The proposal outlines a comprehensive budget for upcoming seasons, emphasizing adaptability and efficiency in resource utilization, ensuring that strategic goals are met with precision and community-driven insight. The submissions for the current season [SEP #12 - SEP #20] Submissions for OBRA funding just went live for voting.

📜 Highlighted Proposals
Arbitrum: Arbitrum Stable Treasury Endowment Program
The proposal introduces the Stable Treasury Endowment Program (STEP) to diversify 1% of Arbitrum's treasury into stable Real World Assets (RWAs) like treasury bills or money market instruments. This trial aims to establish a legal and infrastructural framework for treasury diversification and to demonstrate the possibility of supporting ecosystem growth through strategic investments rather than grants. The initiative involves a structured process for selecting service providers, with the Arbitrum Foundation playing a key role in legal and operational aspects, and aims to enhance capital efficiency and risk mitigation within the ecosystem. Voting ended on February 7th with nearly 100% voting “For.”
Gitcoin: Citizen Grants Program
The proposal discusses funding the Citizens Innovate component of Gitcoin's Citizen Grants program to encourage community proposals to further Gitcoin's objectives. It's part of a 6-month pilot alongside Citizens Forward, with both initiatives evaluated for their alignment with Gitcoin's goals, such as community engagement and financial sustainability. The proposal requests 450,000 GTC to fund the pilot of Citizens Innovate. You can read the full proposal at the provided Gitcoin governance link for more details. Voting ends on February 9th.
Nouns: Nouns X Farcaster
The proposal outlines funding three teams with $50k each for three-month sprints to develop alternative communication clients for the Nouns ecosystem using the Farcaster protocol. It aims to address the current inefficiencies in information flow across Nouns' diverse subgroups by leveraging Farcaster's social technology. The initiative seeks to enhance ecosystem communication by creating more integrated, mobile-friendly, and open-source clients that better surface relevant information. Voting ends on February 10th.
